Liquid refrigerant and bubles in sightglass

    Hello everybody,
Today I faced a problem. I would like to give some information…
There is an aircooled unit (air cooled condenser and air cooled evaporator). In this unit We charged refrigerant R407C and run it. We saw that condensing temperature is apr. "45.7C ", evaporating temp is apr." -2C" and ambient temperature is apr. "30C"… When we look in sightglass ( sightglass is located before expansion valve) we saw liquid refrigerant and bubles... I couldn't say "undercharge problem - absence of refrigerant" because condensing temperature is ok not low…, but evaporating temp is low I thing…

If the refrigerant is overcharge condensing and evaporating temperatures will be high…I thing this is not also overcharge problem…
Can it be an expansion valf problem?… (TEV)

    What do you think?

    Thanks for your helps…
    Best Regards…

Is this problem related with wrong expansion valve adjustment?...
