Basically, the idea is not bad, But....
Who will be responsible to adjust these foils to keep the air stream to its louver at the bottom?
Who will make sure airways are always open?
And so on...
Most manufacturers supply adjustable air louvers at the top but every time someone cleans them [it does happened once in a while..], they go out of adjustment.
Inventor and manufacturer's banks will have the joy.
