I see nothing wrong with that.
Obviously a very health and safety conscious shop keeper who doesn't want a wet and slippery floor outside his shop entrance.
OR
He's a cheapskate who won't pay for bottled water.
ive sen instals like that in the UK before today, my favourite is the one were they pipe it into the hanging baskets on the front of the pub and tell the landlord it is a free irrigation system, I will try and find the photos.

Looks to me like someone is going into the bottled water business... maybe looking to sell it as exotic drinking water on E-bay
That is how they do the splits in the lifts at the Gaudi Cathedral (i think that how you spell it) in Barcelona.
