Improve the Temperature in an Industry

Recently we got an enquiry to improve the temperature in and industry. Its presently running on a Carrier Chiller 30GTN290B (capacity 100 Tons) Chilled water in +11 C and CHW out +5 C.

There are about 100 Tons indoor units installed inside the room. But the temperature is dropping down only till 25 C.

Now they need to drop down the temperature down to 20 C. Hence is it possible to run the same Chiller on the conditions 0 C water out and 6 C water in? Or probably change the water into ethylene glycol and add additional indoor units to increase the cooling capacity.

Please suggest.
