It is a waste of energy to cool milk with cold water but if you insist, use a failing film water chiller.
One of the best ice banks manufacturers is Baltimore air coil, google them up.

DX milk tanks are the most efficient.
When you cool water and with the water you cool the milk, you loose energy.
You also need extra milk pump for the heat exchanger.
Its the fastest way to cool milk but not as efficient as DX.
In NZ we pre-cool with bore water, ans then with a DX milk tank, I agree with chemi, DX has to be better when refrigeration is used, every step is a lose of efficency.
In NZ many companies are promoting thermal storage, as more efficient, It may be cheaper to run as you can use night rate power.
Cooling will be quicker with a secondary refrigerant, via a PHE.
A simple ice bank will have a lower captial cost compared to a large DX system.
