If it is ***** I guess it is worthless and should be handled carefully to not leak the refrigerant.

It will have a sticker on it stating the refrigerant type and quantity, if this is missing/damaged then the compressor label will indicate the refrigerant type, either directly or by looking up the model number of the compressor in the relavent technical reference book.
i think the same laws governing the release of refrigerants apply there as they do here.
thought you where pullng my leg about your country until i googled it.
either way having the gas recovered is the best practice
