Does anyone have a Template for a Decommissioning Cert or Form that confirms to the Client how much, and what type of Refrigerant has been removed from a decommssioned system?


We've been asked for one by a Client for the first time.

I could knock something up in Word or Excel but it would be nicer if some one's already got one they'd like to share! :D

Your client is trying to comply with the new F gas Regulations where he (and you) has to keep an up-to-date log for all his equipment by law.

There is still some groundwork that the EU and DEFRA / DBERR have to put in place; please read the guidance notes from DEFRA.

If the machine is being scrapped, the refrigerant automatically becomes Hazardous Waste. You will also need a Hazardous Waste licence if you are in England or Wales and if your client's premises are not exempt, you will need his registration number. (Different rules in NI and Scotland).

You cannot legally dispose of the refrigerant without it, and your client will need copies of your records.

Does the F-gas include R22,12 and 502?

My understanding is that it doesn't...It doesn't really matter here in the UK as it is all classed as Hazardous Waste so needs proper documentation.

You’re right – all the chlorinated gases, CFCs, HCFCs etc, plus some other chemicals that are not used as refrigerants, but have ozone depletion potential are covered by separate legislation, that is the ODS regulations and the enforcing SI in the UK.

Brian’s right about disposal, however, the complex rules in the UK concerning disposal of waste, (that is Hazardous Waste), applies equally to all, and even extends to HCs. The Hazardous Waste laws are separate legislation to the F Gas Regulations.

The F gas regulations and the ODS regulations carry obligations about handling, and in the case of the F gas regulations, it extends to company certification and the registration and competency of technicians. Handling qualifications for technicians are a requirement of both now.

Because there is little distinction between their applications in practice, the indications from the Govt in the UK are that the two pieces of legislation in the UK will be brought together so that the requirements for owners, companies and technicians are harmonised as far as possible, but at the moment they are separate.

It’s early days yet and may require changes in the existing law, but it’s on the cards.
