R717 betta than R22 depends on your viewpoint.

1st world/3rd World - R22 still utilised. See Montral protocol for the phase out.
Thermodynamically/COP - R717 properties are better.
Plant requiremnets - R22 could be betta for a smaller plant
Documentaion - R717 has more red Tape.
