Hi jetpr,
I assume you know the basics.

Water chillers with ammonia are already built and are available.

I suggest you first check the local regulations about using ammonia in residential areas then attempt to build the air conditioning unit.

Some thing sounds inherently like a bad idea here, may I suggest sticking with a standard vapour compression system using R-290? Burns less should there be a leak!

Couldnt agree more. This is like playing in traffic, way too dangerous IMO. If it isnt against the law where you live, it should be.
