where I can download text the ISO 16484-5.

ISO Standards are hosted worldwide by national standards organisations often in translations into the main languages in the world.

As your home is shown as Russia, this is the Russian GOST home page one where you can search and buy your standards in the Russian language. As I recall ISO and IEC standards work is (or used to be when I worked on them), in three official languages, English, French and Russian.
