Interesting about disposables with you Northern residents. That's all we use here in NZ and Australia. Why are they illegal there?

Maybe its hazardous waste or the cylinders are not a safe container not sure but they certainly were not available for years now as the demise of 404a is imminent hey ho they appear

It was brought about a few years ago in Europe to try and control usage and keep a tally of where the refrigerants were. The authorities think that if only law abiding wholesalers with serial numbered cylinders can legal sell refrigerants they would be able to track it better.

I don't think it was anything to do with the cylinders them selves I think it was more of a trace ability thing so they could keep a count of where it all was. So they could police it in other words and I know some of us have views on that subject :)

I think the idea is we only use refrigerant made or imported through official channels and then sold on in identifiable containers. If they know how many containers we have (as a Country) they can count the usage and then tally it all up. Then as a country we are allowed to use a certain amount a year and that amount should be better known because we should know where it all is?

Then there are the pre-charged systems, domestics, AC units and such like. All those are added up and then count to our total, we are only allowed a certain amount of certain refrigerants a year whether it is pre-charged or afterwards it all goes to our overall quota.

Recovered refrigerants that can be reused, recycled or reprocessed comes off that quota so every kg of recovered refrigerant we use as a nation is a kg more we can have on top of our quota.

Your answer is in 842/2006 (article 9 in reference to "annexe 2") and 517/2014 (article 11 in reference to "annexe 3"). ALL non refillable containers for f-gases are banned throughout the EU as from July 2007...
