Water based Air Conditioning

I'm based in Spain and deal mostly with Split type units. However some of the larger new properties are being built with water based Air Conditioning systems such as Panasonic WH-MDC05F3E5. The standard warranty is being offered only on condition on taking out a maintenance contract which is considerable (€800+ per year). My question is :- Is this normal for water based systems, is the price right? and what are the main differences in servicing.

Water treatment to prevent bacteria growth and component break down (rust) within the water circuit?

Thanks, I might dig bit more. It just seems a lot to pay for a new system but I suppose it's similar to having a car serviced
