Does anybody know if there is a legal regulation for the temperature of a door frame heater? on a freezer cabinet.

Not as far as I'm aware.
You take the total length and decide if you want l / m / h temp and wire into the transformer as necessary.

The resistor wire will give a fairly constant heat
given the correct voltage input so they are fixed
as far as I know.

Warmer than freezing but not too hot to burn :D

The job of door frame heater is mainly to prevent the rubber seal from getting stuck to the frame and to keep the bottom free of ice and stop humidity entering the cold room.
Depends on the cold room temp, we use 25w\m to 40w\m heater stripes.
