Does anyone know were can I get Ashrae Handbook 1998 and 2014 for free? Thank You.

Why not purchase the latest handbook, 1998 is superseded by the latest handbook.
As a refrigeration engineer the Ashrae is our "Bible" if you require all that knowledge in a single place then I feel everyone who uses it should contribute to the continuing development.

If you only require snap shots of information from the handbook then google these specific topics this knowledge is free.
