When the capillarty of a cold control has lost its charge will the compressor not run or run continulosly due to cold control has no way to read pressure.

Hmmm,

If you by cold control mean run thermostat,

The gas/gas-mixture inside a thermostat will expand on a raise in temperature causing it's internal pressure to rise which in turn causing the contact to close and start the compressor.
If the gascharge for any reason is lost this will leave the inside of the thermostat at a lower than expected pressure causing the mechanics of the thermostat to believe the temperature is below setpoint and therefore holding the compressor OFF.

If on the other hand you are talking about a freezeup protection thermostat the same principles applies but the effect is the reverse.
