Brilliant, Lets hope the UK & I. Takes Note.
Although My colleague was in the wholesalers the other day and bodgit and scarper walks in and asks for a cylinder of 404a.
No Chance says the counter staff, "You Have to be registered and We know your not!"
"But it is for a mobile cold store IE on a trailer!" Was the reply!
SIGN HERE!
Bodgit walks out with a full cylinder of refrigerant!
WE are still being stuffed!

Same here Grizz, if it comes under mobile or auto motive then company doesn't need to be registered.

on the article posted i can remember companies getting money for disposing of domestic and small catering fridges,then when a vast stockpile amassed the site went up in flames

The wholesaler is not meant to hand over gas to someone who just walks in and says its for mobile use.This person is supposed to furnish the wholesaler with a letter to be kept on file with the wholesaler stating his full details and declaring that he works solely on other mobile equipment .If he is working on cars ,trucks etc ,he still needs to have certification.If this guy was working on anything else and the appropriate forms were not filled out you should report the wholesaler.Not sure how to post a link but its in eu f-gas regulation guidance information sheet 19.

Maybe with time it will be all resolved.
The individual was known to them and I believe had to sign some form of declaration.
But the crux of the matter is Vehicles are exempt.
So maybe even bodgit's excuses has a limited life span, We shall see?

Hi all.
that license thing that became gospel as of Jan 01 here exempts no one. A lot like the Australian Artick ruling which in hind sight was revolutionary at the time. Very hard to get and shuts out cowboys. The euro powers to be should follow on with same legislation.
What is it with mobile refrigeration people in UK/ Euro. Most likely split bashers and cowboys doing anything but mobile stuff.
When I did the training to achieve the licence thing here, I was seriously pissed off that half were panel beaters that have to comply and recover mobile / car ac systems. They seriously struggled with the course details. Others auto electricians for same situation, the whole thing beggars belief, pay the money and get a licence. Most had not heard of recovery units, and hilarious watching them attempting to set up a recovery system, all part of course work.

Below is a copy of the requirements for the legislation and it does include trailers
and trucks but over 3.5t.

Further on it goes on about recovering and even further on there are dates for
other types of equipment to be included into the system and mobile equipment above
150 GWP will be banned from 2020.

Who needs to be certified?

A- Natural persons (i.e. personnel) carrying out certain tasks on certain types of
equipment must be certified or qualified.

Relevant equipment

Stationary refrigeration, air conditioning and heat pump
New! Refrigerated trucks (above 3.5 t) and trailers
Air conditioning equipment in road vehicles within the scope of
Directive 2006/40/EC on mobile air conditioning (recovery operations only)
New! Air conditioning equipment in road vehicles outside the scope
of Directive 2006/40/EC on mobile air conditioning (recovery operations only)

Road vehicles.

New! Recovery of fluorinated greenhouse gases in any road vehicle must be carried
out by appropriately qualified natural persons. For road vehicles in the scope of
Directive 2006/40/EC13, only a natural person that holds at least a training attestation
in accordance with the New Regulation (Article 10 in conjunction with Commission
Regulation (EC) No 307/2008 is considered appropriately qualified. This applies to the
following categories of vehicles.

Category M1: Vehicles designed and constructed for the carriage of passengers
and comprising no more than eight seats in addition to the driver's seat.

Category N1: Vehicles designed and constructed for the carriage of goods and
having a maximum mass not exceeding 3.5 tonnes

It would seem that until 2020 anyone working on a truck or trailer
can work on the system but can't recover without the qualification.

Grey area and legal speak but it would seem there is a grace period
of another 5 years to bring them under the full requirements.

I do know we (the industry) have been given a soft role out with
all of this and most of the legislation was set in place in 2007.

We have been given plenty of time to slowly come to terms with
this and the powers that be said Back in 2009 that they would
not be policing it heavily for the first few years and then it would
only be with the large supermarkets. They then said that they would
start to police the larger companies using hundreds of Kg's of refrigerants
a year and only then will they start to police the smaller organisation.

This softly, softly role out is giving all concerned years of notice of what
is required and in time it will include all disciplines and all the different applications.

Just as the powers that be gave R22 a 25 year phase down period, they
have also given the mobile side a few years to get their act in order.

Correct,so what about one customer I used to look after he has a cold store and twelve trucks the cold store runs on 404a so when he wants his gas he just says its for my trucks? Getting my certs just seems to have been a waste of my money.
