toshiba 3 pipe problem

Hi got problem with recentley installed tosh 3 pipe system.when the units turned off on controller gas is passing through the indoor coil and freezing up.when it was installed the engineer forced the valves on bs boxes open.do they need setting back? What could the problem be tosh tech been unhelpful.
