Panasonic CS-E12BKP / CU-E12BKP5

I have a problem with the temperature regulation on my heat pump in the lower effect area.
When the heat pump has reached the desired temperature, and controls the output down to 3 lines on the indication panel, the whole unit goes in stand by / and stop the compressor in the out door unit.
It will not regulate the effects in this lower area, between 1 - 3 lines effect.
What could this be due to? and how can I check out what is the cause?
Could it be faulty temperature sensor located on the heat exchanger on the inner part?

Yes, the indoore unit filter is clean, and the unit has no problem to operate in automatic up to full effect.
But when the setpoint for heating is achieved, and the heat pump regulates down, it also should adjust down below 3 lines on the power display and remains in operation.
But now it is so that it stops the outdoor compressor completely when adjusted down to 3 lines effect on the display.
That is the problem.

That is constructional problem of inverter compressor. You can only have 30% to 130% (more than 100% is for short period of time) of capacity control. Continuous work with lower than 30%, with one compressor, cannot be achieved.
