Hitachi outdoor compressor hot

Gone to a job and the compressor is hot all the time without running tried the test run but no codes and just runs for 10 seconds can anyone help

To do have proper power? Are you drawing locked rotor amps? Perhaps it's tripping off on the compressor overload? Is the overload auto-resetting? Your compressor may be mechanically seized! Grab a meter and an amp probe and start troubleshooting!

crankcase heater ON Temp. on the top compressor less than 55 Celsius11086

crankcase heater OFF Temp. on the top compressor over 60 Celsius

But the heater on Hitachi ES & IVX and Set Free works - 24/7;)
