How do I prevent fouling in copper tubes with water?

We've will have an air cooled heat exchanger (V-style dry cooler) that circulates water with a temperature of 30C to 50C. Perfect for bacteria etc. Water initially is very clean and filtered. It's a closed loop system. Total flow around 900 LPM (240 GPM).

We are cooling some enhanced copper tubes with this process water and it seems to be extremely important that the water stays clean.

I only have experience with a semi-open system, which had a large refill tank with a lid on top that had gaps. The water turned 'brown" relatively quickly in the hot times of the year. The new system will be completely closed and I am still open for a few things.

I am not sure if having this system completely closed now will make a big difference and I don't need to do a lot. This is what other users around here seem to do, but they are using the dry coolers for air conditioning where it doesn't matter alot. Our condensers are different with the enhanced surface and we need precision.

Thanks for any valuable feedback.
