oil heater on a York YSCB

Hi All
I just found that I have a bad oil heater on a York Yscbcbs2-cjc. Is it nessary to remove all the R-22 and oil or is it in a well? It is hard to get to and dont want to pull it all out just to find it is in a well

It was in a well.

Heater is in well as also the tstat, these are not very dependable and we have been retro-fitting an immersion heater by removing lowest sight glass and installing heater in place, with excellent results.
