Hi

Talking about a mini-split air conditioning, if there is a thin layer of white ice on liquid line tube (close to indoor unit) and the suction line is only sweating and cold. Can I say that this unit is not short of gas ?

( I am supposing one has not a thermometer and a manifold by this time)

No not by those symptoms themselves.

The only thing your symptoms are telling us is that the pipework not is properly lagged.

Sorry,
The only way to know for sure if a modern split is short of charge is to reclaim the refrigerant and weigh it.
