can we produce cooling in room using ice block.
place ice bock in the center of room place an impeller in front of it and just control ice drain....
using this process we can produce cooling?

Yes. but you are limited to the surface area of the ice.

You could but the ice in a tank of water, pump the chilled water trough a coil and blow air through the coil.

to control temp just turn the pump off

Dear

You can produce cooling effect by using ICE block but that is very limited for following method.
1. You put the ICE block in the AHU room at such a place so that return air should contact with ICE block but in this case your humidity in the room increase.
2. You can use ICE block with water and supply the chilled water to AHU and get the cooling effect.

1. is basically incorrect, if the air dew point is above the temp of the ice, then it will lower actually moisture content. "the moisture in the air will condensate out on the ice" RH may increase because you are dripping the dry bulb temp.

Well,
In the old days in meat storage rooms they used to build a pile of hay in the middle and place blocks of ice on top.

So the technique works but with the effort involved and the production losses... Is it really worth it???

One company in India had used this for emergency purposes for inauguration of a movie hall. The ac system was not working due to some electrical problems. They used Ice in various places & blew air in the hall. It worked very well for the 3 hours time duration. Though some complained later that it was little to cold!!!
