can a ch box on a hitachi vrf be mounted below the fancoil ? .

I would imagine so ,how far below are we talking here??

check the install instructions-incase any access is req-also dont stick it right under a ducted unit as in a few years if you have to change a fan motor or rip out a drip tray to clean it your gonna be in trouble
