Isn't 17 "Failed to start " ie it sould have been started manually?

Moggy, I think you're thinking of code 16 (manual start not completed) timed out when set to continuous run and no one hit the start switch.
Code 17 is engine failed to crank. Generally a starter problem.

the engine rpm isn't matching the alternator rpm

Check the rpm on the controller. If it reads low then the W cable could be the culprit. It doesn't happen often, but it does happen.
