Do you know how many refrigerant "manufacturers" are there in China?

I have counted in Alibaba.com alone, over a 100!!

it says all the refrigerants were recalled?so no problem yeah right.

That's all well and good, BUT,
If any of this blokes products cause or have caused death or serious injury to people (never mind machinery)
Will he or can be held accountable as in product traceability ??
