daewoo frsu20dcb cold freezer warn fridge

freezer appears to be cold at bottom but not cold enough at top to make ice maker work and fridge seems to be ambient temp
had fan checked behind ice maker this appears not to be working so had a new one fitted this still does not work
been told gas (r134a)needs checking and testing

any ideas please

been regassed but still appears to be the same problem
anybody any ideas please?
