ASHA12LGC outdoor unit do not work

Dear Sir,
I have Fujitsu General split system ASHA12LGC.
LED indicators shows serial reverse signal error at operation start up
Indoor unit works correctly
Terminals outdoor unit and indoor unit are connected correctly.
I switch on split system and check voltage in the outdoor unit
Voltage in the plug socket is 203 - 213 V.
Voltage between "earth" terminal and "L" is 28 V
"earth" terminal and "N" is 28 V
"earth" terminal and "3" is 28 V
Voltage between "N" terminal and "L" is 0 V
"N" terminal and "3" is 0 V
"L" terminal and "3" is 0 V
Please, send me repair manual for that model of split system
or give any idea to solve this problem

P.S. Check the inline fuses from the terminal blocks

after the 3 min start delay u should have 240v on L 240v between L and N and 3 is a pulsed signal.
check the outdoor isolator and check your getting these voltages off the indoor unit,if not then your power relay is the only thing preventing power on the L terminal

What voltage should come from controller to the power relay coil?
what you mean when said "check the outdoor isolator"?
May I turn on outdoor unit from plug socket without indoor unit?
