Samsung E464 Code=IPM Over Current (O.C) on AQV24BEX ***NEED HELP****

I bought this Samsung and I was easy to install and ran great for about 30 days then it stopped pushing cold air with a code of E464=IPM Over Current (O.C). I tried to reset the codes with no luck so I replaced the mother board (PCM) and it's still pulling the same code. My neighbor thinks the power coming from the house is a little high 238V and this my be causing the code.

Any thoughts?

According to the faults codes that I found it could be due to obstructions at both units or refrigerant charge.

measure the current into the condenser to see if this is as per name plate,then check the gas charge.
