try unplugging fan motors and swapping them over and see if it does it, if other fan motor doesn't do the same could be the motor and if it does check pc board....

Very little information to work with but the outdoor fans cycle to respond to condensing pressures/temperatures.

Is the indoor unit cooling the space OK?

First you need to help yourself by getting the right model no and details. With out the correct information it makes it difficult.
I assume we are talking the aussie Ducted. FDY140FY1 / RY140FY1.

You would be running on heating now so you need to check the indoor coil temp through mode 41. If the indoor coil temp is too high it will go into protection mode and cycle off the outdoor fans.
Make sure indoor is on high static and that you have the rated airflows.
Also check outdoor air thermistor. This will cycle off the top fan once the outdoor temp is (dont quote) above 21 degrees. This is to reduce capacity during high ambient heating to controll the indoor coil temp. Keep in mind that this outdoor unit was designed for the Japanese indoors that run a smaller coil and lower airflows. If it is the RY140FY1 outdoor with the Aussie ducted then you can slice the top fan into the bottom fan and run off the bottom plug on the pcb provided that you have the right indoor airflows. This will give you better capacity. Later models have a smaller fan relays on the PCB so you can't do this. This is not required on later models due to a software change.
Also keep in mind that the outdoor fans can stay off for up to 5min on startup. After the 5min the fans will kick in. It is very unusual to have both fans stop unless the indoor coil temp is too high or someone has sliced the outdoor fans together and connected off the wrong plug on the pcb.Top instead off bottom plug.
