Have a customers restaurant with a small cellar 8.5 cubic meters,it has a r22 unit which had a new evaporator 3 years ago,the out door unit is noisey and customer wants to have a private garden underneath where it is sited so was looking at complete systems with a rotary condenser to keep noise down but looking at close on 2k price wise.
Could fit a new reciprocal unit outside which would be quieter but wondered if any one has any other ideas.Have to site where it is now.
Marstair etc don't do a small cellar unit they are all a bit on the large size for this one so make it expensive.

Emerson are making housed units in various sizes. They are very quite, all components inside are sound insulated. compressor is scroll, it comes with its own electronic control and refrigerant valves

J E Hall make some air con style outdoor units that are very quiet, have fitted a few when subbying.

Also SRW do some little air con style condensing units. Not tried these.

Have a look at the Maxcold units we have used them, the smaller units with rotary compressors are very quiet.
In addition they are not too expensive.
If you look at the spec they seem out of the range of beer coolers, we have fitted Danfoss CPR's to maintain the suction pressure within the design limits, although monitoring them during pull down I don't think it was necessary but belt and those other things that keep up your trousers up are in my view worth the small additional cost.
Happy customer, no call backs etc.
