Xtra Low Temp Process Chiller Problem

Large pressure drop across evap, flat plate comfirns size sight glasses wont fill but unit appears to be getting cap. how can this be?

Not sure I follow, what is the problem, type of unit, refrigerant, pressures etc the more information you provide the better chance you will get help.
