running 5 ton r-22 scroll compressor in low ambient conditions, I have a low ambient fan controller on unit, Should I also install a crankcase heater on a scroll compressor.

It often Helps. And certainly will not do any harm.

If the system doe's not pump down, crankcase heater is vital when compressor is at rest.

yes,the fan speed controller will not help much when its the off cycle, fit one and depending on how low the ambient is i would be tempted to have it on perminently.

If it's a Copeland scroll they recommend cchtrs based on voltage and the system charge. Here's a link to their bulletins. A good place to start is bulletin 4-1312, near the end there is a chart based on charge.

As the others have said, put one on, it want do any harm.
