F-gas certificate in Belgium

I've just come back from a type training in Germany and one of the Belgian students stated that the F-gas certificate is not required in Belgium.
Does anyone know if that is correct?

In belgië hebben we verschillende gewesten en dus ook verschillende regels voor de certificiering waaronder nog eens verschillende catagoriën.
Vlaanderen spant de kroon die moeten altijd iets meer doen dan gevraagd door Europa.

In Belgium we have several regions and therefore different rules for the certificiering including another different catagoriën.
Flanders is the Crown which must always do something more than requested by Europe.
