Working level set to high.
Insufficient difference between working level and High level set point.
Surge drum levels unstable or comp load to rapid.
Fill valve malfunctioning and so on.
The list of reasons could be quite long really.
Monitoring and observing what the system is doing is usually the best way of getting to the route of the problem.
As I said fill rate, working level and plant load are just a few potential culprits.
You need to tell us a bit more.
Is this a new issue to you or historic etc.
