what parameters is importan to be specified/ addressed applicable on the refrigeration system?

Humidity is the most important,,,if you design without high% you will dehydrate the product.

what is the parameters of the blower coil to be spec?
-face velocity
-delta T
what else?

First read the applicable sections for food storage in the ASHRAE manuals. Next, hire a consultant that is versed in cold storage design.

The consultant will need to know what is your product, inlet temperature, loading rate and storage time. From there he can design the appropiate system. This is not something you want to do for the first time.
