Did a power consumption reading on a 5 ton, single phase, A/C unit and the total power consumption for the Evap and condenser was 4.36kw. Is this reading normal?

Sorry, don't know.

What does the data plate on the unit say?

Sounds about right - the unit is probably not running at design full load. The numbers are about where we would expect them to be with the unit running say 70 to 80% Loaded - meaning the return air and outdoor air enthalpy's are low enough to, in a combined fashion, amount to less that full design load conditions.
