Is it ok to work on air changes per hour rather than 10l/s?

Is this acceptable under building regs as the room I'm looking at requires 1770M3/hr yet the 10l/s people rate is 8 times that.....!

It does depend on the application. For high activity purposes the CO2 levels are of more concern and for low activity purposes the odours are of more concern. It also depends on the period of occupancy - all day every day occupancy or once-off short duration occupancies etc.
