After rebuilding my carrier 5H40 compressor, the compressor is not loading.

OK then, check everything that you have done and confirm that it has been re-installed correctly.

Is it electric loading or suction loading?

did u test the hydrolic relat before installation, is oil pressure ok and cop? normally it should be tested when u instalcylinder sleeve above the unloader fork. try checking by giving pressure externally. is the capacity control valve ok? bellow not leaking. check carrier site for documentation.
