Both inside units are displaying error code 33 (LED blinking), which according to the service manual is

"D-Pipe High(Normal)”

Any idea what that means and how to fix it ?

It mean that refrigeration pipe at compressor outlet is too hot or sensor or PCB is faulty. Clean your filters. If that doesn't help, call service.
