V250 115v

have had a look at a v250 115v with a standby problem.
it has had a new circuit board in it,when checked out the x1 and x2 wiring had 30ac vols on it at the board,but when checked at the voltage rectifier everything checked out ok 13.8 dc from rectifier.....can there be any explanation.getting another board in,and going to try it ,how can this voltage step up like this?????

Check your rectifier output negative against the PC boards, probably non grounded. You are saying VAC and VDC, check your multi meter is set correctly

Is the 13.5 volts DC with load on or with unit off? I would expect to see higher reading if there were no load. Does the unit power up? Evap fan on?
