qualitair c600 series heater over temp fault

Hi there has anyone had this fault before

the system is a close control unit and i am thinking the electrical reheat has a problem.

there are no manuals and wiring diagrams for the unit and the controller is passworded for all levels 1 2 and 3

any suggestions
