Is it possible to have two heat reclaim valves piped into the same rack? I need one to be available all year and one in the winter as well. Advice?

Its possible but you have to make sure that head pressure will not fall too much.

This is often done for water heat year round and space heating in winter, you sometimes run into problems with refrigerant levels because all the condensing is done in the reclaim coils and the condenser will fill with liquid, especially if it has a headmaster or holdback regulator. Consider installing a condenser split/drain setup to minimize condenser stacking

Theoretically thinking here you could consider using a heat pump on discharge to amplify the heat. Also a GFX on the drain in the butcher as a preheat for the water.
