It's clearly explained on their website of the IIR: private membership (individual or junior) or benefactor corporate membership, pay via bank transfer or vias, eurocard or Mastercard.
Or you can buy it direct at Elsevier, the publisher in The Netherlands as far as I can remember.
But....it's not cheap.
