On H.P. NH3 systems when is the best time to tighten bolted flange components such as hot gas v/vs,strainers and so forth when they are hot or cold?

I would say ambient temp ie 20 deg C and the rest will work itself out .
Lube on bolts also very helpful in getting bolts tight .
