Carrier 23xl stuck float valve ???

I have a Carrier 23xl that appears to be slugging. Discharge superheat is super low and tons of refrigerant flasing off in the oil seperator and resevoir.

This machine has an economizer.

Any ideas ?

Stuck float ?
