Most manufacturers of evaporators employed in the refrigeration industry rate their coils on some number of BTU's SENSIBLE Heat transfer per degree temperature difference between entering air temperature and refrigerant temperature....

How does this account for the LATENT heat which evidences itself in the form of condensate or frost???

No, 10 degrees F rule of thumb. Larger coolers benefit from VFD control. More detailed heat transfer data is available, but there are a lot of variables. Make sure you know what type of evap. (flooded, etc.) and calculate what level of superheat you may need, especially in a smaller unit.
