A industtrial standard electrician are able to help you to select overload and wires size based on the compressor size. For controlling the ***** cycle or operating sequences, you need to know how the system works together such as timers, counters, solenoids and temperature sensing devices. For control wires, 16 or 14 AWG is big enough to carry current for any devices exept compressors and big blowers/ fans. Good luck to you

1. Prepare wiring diagram.
2. Obtain components for panel.
3. Obtain control panel.
4. Install components in panel.
5. Wire components together.
6. Test panel.
7. Install panel in field.
8. Connect panel to system.
9. Test system operates correctly.

If you are concerned about easiest way to build a panel then I suggest that you contact someone who makes them already.
