Have recently started working on cellar cooling equipment in the pub industry an have noticed that during the sub zero temps we have had recently, some of the coolers are playing up(cellars not cooling) i know this is down to over condensing and have been told to fit fan speed controlers but is there any more solutions esp when working on different makes & models (old and new) and is there safe short term fixes?

Short term fix? Block off half of the condenser coil.

Don't forget to go back the next day when it's warmed up a bit.

Go for a FSC and work out from there.

Thanks for that but is there an underlying reason why the cold would effect these units now when there has been no previous problems in the past winters?

When customers say 'its always worked before' or 'its never done that before' they are generally lying or too stupid to remember what happened last year or trying to save money by stopping you fitting parts :D
