Friend had a question, working on a home built liquid chiller using a TXV.

Has an external equalizer, but seems to not be equalizing enough after shut down to allow a reboot with plenty of time.

Any thoughts?

I presume you mean "external equaliser" is on TXV, if so, not there to equalise the system, Add anti-cycle timer or change starting method (i bet you are using a PSC start) or add a unload solenoid valve (between suction and discharge)

Ah yes my bad, does a system like this actually require a solenoid to unload?

Do not know exact machine single phase?, but, is it a Permanent Split Capacitor Compressor (PSC)?, these have little starting torque, change for a relay and start capacitor. or unloading valve, or larger anti cycle time.

PSC, so yeah just a run cap.
And single phase.
But shouldnt the system be equalizing completely when its off?

Depends on the type of TXV fitted.

Is there any way to tell which kind of TXV allows this and which don't? I've never seen this, but I normally only work on systems with EEV and captubes.
